The cycle stands at the junction of Cromwell Road/Queen’s Gate would have been installed by Transport for London as they are the highway authority where there are red no waiting lines and any request for additional cycle parking here should be directed to the following link on their website tfl.gov.uk/modes/cycling/cycling-in-london/cycle-parking
The signposts to which you refer, outside 134 and 133 Queen’s Gate, are on areas covered by the Royal Borough, however, the cyclehoops we use allows for parking on both sides of posts and unfortunately both of these posts are too close to the kerb edge to be able to accommodate cycles.
